Our theme this year is Learning 4.0: Connecting the Dots and Reaching the Unreached. The second edition of FoL aims to promote innovation and help foster dialogues between the major actors shaping the 21st-century learning models – academics, entrepreneurs, regulators, and technologists. The educational sector is set for a major and likely disruptive makeover. A decade ago the possibility of unlimited unfettered access to education appeared far-fetched. Driven by the forces of globalization, advances in information and communication technologies, and the next generation of tech-savvy learners, education is fast evolving toward an open, always available and personalized model, possibly breaking the stranglehold of traditional universities.

The Higher Education landscape is changing. As the information economy progresses, demand for a more highly, and differently, qualified workforce and citizens increases, and HE Institutions face the challenge of training, reskilling and upskilling people throughout their lives, rather than providing a one-time in-depth education. The corporate and NGO sectors are themselves exploring the benefits of a more qualified online approach to training, and are entering the education market in collaboration with HE Institutions, but also autonomously or via new certifying agencies. Technology is the other significant player in this fast-changing scenario. It allows for new, data-driven ways of measuring learning outcomes, new forms of curriculum definition and compilation, and alternative forms of recruitment strategy via people analytics.

The development of massive open online courses (MOOCs) is reaching a level of maturity in the Higher Education area as well as inside the recognition of professional activities, after a few years of experimentation that have served to realize some of the great challenges that foreshadowed its appearance. In parallel, LWMOOCs, already in its fifth edition, continues to grow, and now, from a different education area, the European one, it intends to contribute with the regional point of view as well as to attract a global participation, following the motto of “MOOCs for all – a social and international approach“.

The International Conference on Research in Education, April 5-7, 2019 in Barcelona, Spain aims to bring together academia, researchers and scholars to exchange information and share experiences and research results about all aspects of specialized and interdisciplinary fields. This event provides an opportunity for all to network, share ideas and present their research to a worldwide community. Discussion on the latest innovations, trends and practical concerns and challenges faced in these fields are also encouraged.

The 2019 conference theme for The European Conference on Education 2019 (ECE2019) is "Independence & Interdependence", and invites reflections on the desirability, extent and limits on independence and autonomy for ourselves, our students, and the institutions and structures within which we work, teach and learn. We do not educate, nor are we educated, in vacuums, but in such contexts and constraints as families, groups, and societies; of nations and cultures; of identities and religions; and of political and financial realities.

The Second MOOC MAKER International Conference 2018 “Digital Culture for the XXI Century Education” will focus on knowing the advance of MOOCS through a broader view about its characteristics, purposes and benefits, as well as its limiting, through the exchange of popular trends, practical experiences and research results. We invite researchers, teachers, students and course designers from the universities and the industry to share their approaches perspectives on key issues, including: Gamification, Transmedia storytelling, Flipped Classroom, Big Data / Smart Data, Machine Learning, Accesibility – Inclusion, LMS-CMS Platforms and Digital Contents, pedagogical aspects, Cloud services and resources, Innovation. The program of the event has tracks in Spanish and English.
